A labour market is inclusive when all individuals of working age, irrespective of their background, have the same access to paid, meaningful, and quality employment and training, in particular vulnerable and disadvantaged people. Everyone should be given the opportunities, skills, and support to (re-)join the workforce, from which nobody should be segregated or excluded.
